Does Missouri issue any statewide contractor license?

Is a backhoe treated as a motor vehicle in Missouri?
It is not. Section 301.010(59) of the Revised Statutes defines special mobile equipment as a vehicle not designed or used primarily to carry people or property and only incidentally moved over the highways, and the definition names road construction and maintenance machinery, ditch-digging apparatus, power shovels, cranes, graders and rollers by name. Section 301.133 governs how that class may be operated on the highway, and the backhoe page works through both.
Do I have to move my liability policy to schedule the machines?
No. Equipment-only is the placement. Keep the general liability or business owner’s policy you already have and let the machines sit on their own schedule beside it — that separation is the reason to write the equipment monoline in the first place.
