Who licenses New York equipment contractors
No statewide general contractor license; home-improvement and general contractors are licensed locally by cities and counties (New York City, Buffalo, Suffolk, Nassau, Westchester, Putnam, Rockland).

Does New York issue a statewide contractor license?
No. The Department of State does not license contractors, and there is no statewide general contractor credential. Licensing is municipal — New York City runs its own regime through consumer and worker protection, and Buffalo along with Suffolk, Nassau, Westchester, Putnam and Rockland counties run theirs. Where the job sits decides which one applies.
Is a backhoe a motor vehicle in New York?
Not under the Vehicle and Traffic Law. Section 2101(l) defines special mobile equipment as a vehicle not designed for transporting persons or property on a highway and only incidentally operated or moved over one — a backhoe fits that, and it is not registered as an ordinary motor vehicle. How does a New York dig notice work?
16 NYCRR Part 753 sets it: notice at least two working days, and not more than ten working days, before the work begins, given to a notification center — New York runs two of them, New York 811 and UDig NY — with the Public Service Commission enforcing.
