Massachusetts moves dirt from the Boston and Cambridge core out through Worcester, Springfield and Lowell and down to Brockton, Quincy and New Bedford, and it is one of the few states that splits the contractor credential in two while leaving the construction stormwater permit to a federal writer.

Who licenses Massachusetts equipment contractors
Two-track system: a Construction Supervisor License (CSL) is required to supervise structural construction, and a separate Home Improvement Contractor (HIC) registration is required for work on one-to-four family homes.

What credentials does Massachusetts expect from a construction contractor?
Two different things, on two separate tracks. Which one is in play depends on the work you have taken, not on the machine sitting on the trailer.
How does a Massachusetts dig notice actually work?
It starts before the phone call. Under M.G.L. c.82 § 40A, with the definitions at § 40, the excavation has to be premarked — no more than 500 feet of it at a time — before initial notice goes to Dig Safe, and the notice itself runs at least seventy-two hours ahead, excluding weekends and legal holidays, and no more than thirty days. The excavator page carries all of it.
Who issues the construction stormwater permit here?
A federal office. Because Massachusetts has not been delegated the NPDES program, the permit for a site disturbing an acre or more comes from EPA Region 1 under the 2022 Construction General Permit, and there is no separate state permit to file instead. Will you need to touch my other insurance to write the equipment?
