Does Rhode Island require contractors to register with the state?

Yes, and broadly. General contractors and subcontractors who build or repair structures must register with the Contractors’ Registration and Licensing Board — statewide and mandatory, which is unusual in this part of the country. That registration reaches the business; the rules on the pages above reach the machines.

How does the Rhode Island dig notice clock run?

From both ends. Under R.I. Gen. Laws § 39-1.2-5 the notice to Dig Safe goes in at least seventy-two hours ahead, excluding weekends and holidays, and not more than thirty days ahead — and the facility operators then have seventy-two hours on the same exclusions to mark from receipt of that notice. The excavator page works through it.

Is the construction stormwater permit here a state permit?

It is. The Department of Environmental Management administers the RIPDES construction general permit for stormwater discharge associated with construction activity, and it attaches at one acre or more of disturbance. Do I have to bundle anything to insure my Rhode Island equipment?
